Module Overview

Statutory valuations, standards and ethics

The module is essentially delivered in two parts: 

1. A student undertaking this module should develop an understanding appreciation of the demand and responsibilities of a profession in a societal context and an ability to rationalise valuations as a profession in this context. Students will be able to critically analyse the current systems of valuation profession regulation moving from an international context to their national landscape and demonstrate a familiarity with the professional standards’ structure and content. A particular focus will be placed on the areas of professional conduct with students developing an overview of the various schools of ethical concepts, an ability to analyse and evaluate the current valuation standards and guidance on professional conduct in this regard and apply these standards through real life examples.  importance of consistent valuation standards to the operation of global financial markets.  

2. Students will gain an understanding of the role of valuations in a statutory context. Students will be able to demonstrate proficiency in the Irish Rating System ranging from the relevant statute since the system’s formation, an ability to produce a a Rating Valuation and to describe the rights of those seeking an Appeal. Students will also be introduced to the statutory system of Compulsory Purchase, identify contexts in which it is used and demonstrate proficiency in compensatory claim compilation.

- Students will gain an understanding of the demands and responsibilities of professions and the role of professional bodies.

- an overview of the appreciation of international valuation standards landscape placing the Irish system of regulation in context,   

- an examination of valuation professional standards as it relates to Irish property professionals, a review of their content in terms of mandatory and guidance for members,  

- an introduction to the various schools of ethics,  

- an in-depth examination of the professional guidance given to valuers in terms of professional conduct,  

- real-life professional case studies of ethical challenges with discussion of the optimum conduct,  

- examination of the Irish Rating system with focus on the historical context and current legislation, 

- compilation of valuations for rating purposes and an examination of various stakeholder rights in the appeals process,  

- examination of the Irish Compulsory Purchase system with reference to statute and case law and the contexts in which it may be encountered,  

- compilation of valuations for compulsory purchase purposes
