Procurement and Tendering

This is a one semester module of 13 weeks duration.

The module presents an introduction to procurement and tendering practice and covers how a project is structured and delivered in terms of risk allocation and contractual relationships and how tendering processes are used to establish a contract price. The module seeks to build a critical awareness of current issues and new insights impacting on consultant quantity surveying practice.

Participants should have a clear understanding of the different types of procurement and tendering approaches commonly used and the advantages and disadvantages of each to the parties involved.

Procurement routes: traditional, design and build, management forms, term and serial contracting.

Tender documentation: letters of invitation, forms of tender, health and safety documentation, design documentation and contract details, pricing documents.

Tendering and negotiation processes, single and two stage tendering, the use of codes of practice.

Procurement and tender reporting.

Impact of sustainability on procurement options: ISO 20400

Lectures will provide an exploration of the key topics within the module.

Class Discussion will be driven and supported by appropriate scenarios and will allow for ideas to be clarified. These discussions will enable students to draw on their own knowledge of quantity surveying practice and they will be encouraged to evaluate different approaches to the role of the quantity surveyor in the context of procurement and tendering.

Independent Study: Participants will be responsible for engaging in independent reading in order to consolidate and expand on the material covered in lectures and discussions
