Housing Policy and Defects

Within the development framework this module will examine housing policy in Ireland in relation to public, private and private rented accommodation. Built Environment - Housing Defects Planning.

The module aims to give students an understanding of evaluating housing standards. To contribute to the debate on the current and future housing policy in Ireland. Familiarisation with the concepts of Building Defects and Building Condition Surveying. Rectification of defects. Introduction to the concepts of Cost Control and Management. Familiarisation with housing policies and alternative housing /settlement strategies and sustainable placemaking.

Social Housing. Private housing. Private rented accommodation. Fitness and overcrowding. Housing policy, examples of provisions. Housing through the ages. Modern alternatives and strategies. Plan for Social Housing alternatives; Local authority housing. Housing programmes, funding mechanisms and grant schemes. Rented accommodation legislation and standards Introduction; Housing defects and surveying. Health issues. Structural Defects. Foundation, chimneys, walls, floor, roof, services, drainage, boundaries. Timber Defects. Timber Infestation / rots / remedial works. Assessment, reporting, remedial action and specification writing. Cost implications - Cost planning and control Cost implications - Contractual matters, supervision of works.

Lectures and linkages in class with relevant websites demonstrating the important aspects of the information. Critical evaluation of selected scientific literature. Group based learning will occur as a result of scientific evaluation by students of key impacts. The module will be delivered through lectures, tutorials and field visits.
