Parking at TU Dublin campuses
From 01 September 2025, APCOA will manage car parking and permit systems across all TU Dublin campuses. As part of this change, paid parking will be introduced and will be in effect year-round, 12 months a year. To support a smooth transition, a five-week grace period, from 01 September to 05 October 2025, will be in place during which clamping will not be enforced, allowing students and staff time to purchase appropriate permits. Parking permits will be available for either a full academic year or a single academic semester.
Consultation for this new approach to car parking on campus was delivered in 2024 with notice shared to all students and staff.
A Universal approach to carpark management has been developed, with some considerations made at specific carparks, as detailed below. A permit entitles permit holders to park in valid TU Dublin spaces, but it does not guarantee the availability of a parking space. Parking is on a first come, first serve basis and demand may exceed supply during peak times. Where possible and practical, please consider sustainable and alternative ways to commute to campus.
Parking management is not in place currently at Broombridge, Technical Development Centre (TDC) or Aviation Technology Centre (ATC).
During the summer of 2025, some TU Dublin campuses will undergo upgrades to carpark infrastructure, including signage, Pay and Display (P&D) machines, surface paintwork, and spaces marked for carpooling, mobility parking, and blue badge parking.

Purchasing a permit
- Permits are available to purchase at: https://tudublinpermit.apcoa.ie/
- To purchase a permit you must first create an APCOA account. If you are an existing user, you can skip this step and simply sign in and proceed to purchase a permit.
- You can purchase an annual or single semester permit.
- Permits are virtual and are assigned to your vehicle registration via your online APCOA account.
- A permit entitles permit holders to park in valid TU Dublin spaces but it does not guarantee the availability of a parking space.
- Parking is on a first come, first serve basis and demand may exceed supply during peak times.
- A Staff Permit will cover all TU Dublin spaces across all car parks. Some carparks are shared with other users and a TU Dublin permit only gives access to marked TU Dublin spaces.
- A Student Permit will cover the Blanchardstown and Tallaght main campus car parks only.
- You must have a valid personal TU Dublin email address to purchase a permit. If you already have an APCOA account under a non-TU Dublin email address, please change your account to your TU Dublin email address before proceeding or your application will be rejected.
- You can reassign your permit to another vehicle. If you do so, you must add the new registration AND move the permit to the new registration. Guidance on 'Changing Car Registration on Permit' will be shared as part of a new parking resource which is currently in development.
Pay & Display
Pay & Display (P&D) is available at Park House, Blanchardstown and Tallaght carparks, priced at €1.50 per hour or €5 for the day.
Users can pay with cash or card via the onsite machines or via a smartphone using either the APCOA Connect App or they can scan the QR code displayed at the onsite parking machines to be taken to a website where they can register their licence plate and pay. Both smartphone methods incur a convenience charge and users are encouraged to pay with cash or card at the onsite machines to avoid this charge.
The site location codes for using the APCOA Connect App are:
- Park House: 21985
- Blanchardstown: 1119
If using cash, simply feed coins into the machine until you reach your desired amount or time and then press the green button. The printed ticket should be placed in your car, clearly visible through the windscreen. If you are paying using card, first press the + button to advance the time to your desired expiry time and then press the green button whereupon you can scan your card to make payment. Again, the printed ticket should be displayed clearly in your windscreen.
P&D users in Park House must only park in a space marked P&D. Parking in any other spaces (including those marked TU Dublin) will result in being clamped.
The North Circular Road carpark also has a limited number of P&D spaces but the pricing there is different as it is not managed by TU Dublin. Onsite signage will instruct.
Aungier Street has one underground carpark with 105 spaces.
Access to the carpark is by staff card only for those with a valid permit. Clamping is in operation for anyone without a permit or anyone inappropriately parked. Parking is only permitted in designated spaces. Vehicles must be correctly parked within the lines. Parking next to spaces or in any other unmarked areas of the carpark may result in being clamped.
- Clamp Release Fee: €60
- Valid Permits: Staff only
- Access Type: Card access
- Strict Enforcement of different user spaces: No
- Spaces: 105
- Blue badge spaces: 3
Students and visitors can park in the nearby APCOA Carpark on Drury Street. The hourly rate in this carpark is currently €4.20 but it is capped at €11 for 24 hours for TU Dublin students. To avail of this rate, please present your Student ID at the Carpark Office and you will receive a discount card. To activate the discount, insert your original parking ticket and once fee appears on the screen, you will be instructed to insert the discount ticket. At this time, the machine will automatically adjust the fee.
TU Dublin encourages students, staff and guests to travel to TU Dublin by sustainable travel; but for those who cannot choose a sustainable travel mode and are dependent on travel by car, why not consider carpooling? Carpooling has many benefits including lowering traffic congestion and air pollution, reducing travel costs, and reducing car dependency.

Clamping
Avoid being Clamped:
- Ensure you hold a valid and in-date permit. Remember, the TU Dublin Campus & Estates Office must approve your permit request on the APCOA website before you are allowed to pay for it. If you have not paid for your permit, it is not valid for use yet and you can't use the carparks.
- If you are changing the car against which your permit is registered make sure you add the car to your APCOA account AND move the permit to this new car. Remember to change it back if this was a temporary switch.
- Only park in designated spaces and keep your vehicle in between the lines. Do not park beside spaces, on grass, on yellow boxes or on the side of roadways or paths or in any other restricted area.
- Do not park in non-TU Dublin spaces. This is especially relevant in Park House, North Circular Road, Airton Close, and Premier House where other companies have designated spaces. Neither TU Dublin permits nor Pay & Display (P&D) tickets are valid in those spaces.
- If you pay for P&D in Park House or the North Circular Road car parks, you must only park in a space marked P&D. Parking in any other spaces (including those marked TU Dublin) will result in being clamped.
If you are clamped:
- You will have to pay the release fee to APCOA to have the clamp removed. Please follow the instructions left on your vehicle.
- If you believe you were clamped incorrectly, you can lodge an appeal with APCOA directly here: https://clamp-appeal.apcoa.ie/
- If you are dissatisfied with the outcome of an appeal you may make a further appeal to the National Transport Authority (NTA) Clamping Appeals Officer within 30 days of receiving your response from APCOA. For further information on how to appeal to the NTA please visit https://www.nationaltransport.ie/vehicle-clamping-regulation/
- Cutting off clamps is illegal. APCOA will report damage to their property to An Garda Síochána and they will cancel the user’s permit and block them from purchasing permits in the future. Further use of the carpark will result in the vehicle being towed.
- In circumstances where it is believed that APCOA have not adhered to the terms outlined in this guide, please contact parking@tudublin.ie
